Ukraine crisis: EU leaders agree to ban 90% of Russian oil by year-end

European Union leaders agreed on Monday to ban most imports of Russian oil to the 27-nation bloc as Ukrainian and Russian forces battled on the outskirts of Sievierodonetsk, the last city still held by Kyiv in Ukraine’s strategic Luhansk province. In the bloc’s toughest sanction on Moscow since the invasion of Ukraine three months ago, European Council President Charles Michel said the ban agreed at an EU summit in Brussels would immediately cover more than two-thirds of oil imports from Russia and cut a “huge source of financing for its war machine.” The leaders said they had agreed to cut 90 per cent of oil imports from Russia by the end of this year, with exemptions for Hungary - a landlocked country that relies heavily on crude piped from Russia - and others concerned about the ban’s economic impact.  Crews searching through the wreckage of the crashed China Eastern Airlines Boeing 737-800 jet have found the second black box. Flight MU5735 crashed into a mountainside in southern China on March 21, killing all 132 people on board. Nine crew members are among the dead. The black box, which records flight data, could shed light on the cause of the crash. It has been sent to Beijing for analysis, state media reported. The first black box, the cockpit voice recorder, was delivered to the Chinese capital after being found last Wednesday. The crash was the deadliest aviation disaster on mainland China for 28 years. The plane was heading to coastal Guangzhou from the south-western city of Kunming when it dived from its cruising altitude at about the time it should have started its landing descent. It briefly appeared to pull out of its nosedive before resuming its plunge to Earth, flight tracking website FlightRadar24 found. Its data showed the aircraft was plummeting about 9,450 metre...

Mr Yoon, 61, who served as his predecessor’s prosecutor general, says he is done with being “subservient” after the last five years of engagement with Pyongyang that included reduced joint US military drills, brokering high-level summits with Donald Trump and joint economic engagement. Instead, he calls the North Korean leader a “rude boy” and told the people of the south that, “if you give me a chance, I will teach him some manners” and make him “snap out of it”. To back up his rhetoric, he has threatened pre-emptive strikes on the north if needed — a move his rivals called provocative and analysts warn would be unrealistic and dangerous. Mr Yoon, who also vowed to stand up to China, has accused the government of his predecessor, Moon Jae-in, of undermining its decades-long ...
